I'll be very interested to see whether this is MS-28 or a dedicated tourist Soyuz like MS-20.
This will be Glavkosmos ISS Visiting Expedition 22 or VE-22 for short. As stated in the presser it will be 2 Spaceflight participants and the Soyuz Commander. VE-22 by standard procedure will return in an older Soyuz leaving the new one docked for the ISS Expedition crew.
That is, it will be an additional third Soyuz, which will launch in 2025. There is still the possibility that some crew will stay on the ISS again for a year.The question is whether there will be two people willing to make such a trip. My guess is that NASA, as in the past, will not agree to tourists entering the American segment of the ISS. And that makes the trip much less attractive.

As far as the American segment, I thought that the MS-19 crew and maybe also the MS-20 crew were allowed to visit the American segment with escorts in spite of what the official ruling was, but I could be wrong.
